After 15 years, the United States citizenship test is set to change in late 2024.
The U.S. Citizenship and Immigration Services (USCIS) proposed adding a speaking section to assess English proficiency in its updated version. With this proposed addition, applicants would be required to verbally describe images of ordinary occurrences. Currently, speaking is evaluated only through a personal interview during which the officer asks the applicant questions related to their naturalization paperwork.
Another proposed change is reformatting the civics section to multiple-choice instead of an oral short-answer format which may require more advanced knowledge from the applicant.
Those opposed to these changes fear it will impact applicants with a low English proficiency. In 2020, the Trump administration initially made changes to the test which were eliminated by Biden’s executive order out of concern that it created barriers to gaining citizenship.
Over the course of 2023, the USCIS will conduct a nationwide trial of the proposed changes which experts will then examine to determine the best format.
