In light of recent migrant surges, the US Customs and Border Protection officials met with Mexican officials in Ciudad Juárez, Mexico to discuss further action. They reached an agreement granting the U.S. permission to deport migrants arriving in border cities, including through the Ciudad Juárez international bridge.

Mexico, which has declared a state of emergency, will also be taking proactive measures including:
- Increasing presence to prevent the use of the railway system as a means of migrating, and submitting a daily report of the volume of migrants using this pathway.
- Deporting migrants by land and air to their respective home countries.
- Negotiating with Venezuela, Brazil, Nicaragua, Colombia, and Cuba regarding the receipt of citizens deported at the border.
- Establishing checkpoints and conducting interventions on railways and highways.
The surge in migration has reached an all-time high, surpassing numbers following the expiration of Title 42. The Department of Homeland Security will also be increasing its National Guard force present at the border.
