Trump Administration to Launch Visa Bond Program and “Visa Integrity” Fee

The Trump Administration will launch a one-year pilot program starting August 20, 2025, that allows consular officers to require visa applicants from countries with high overstay rates or insufficient vetting to post bonds of $5,000 to $15,000, typically at least $10,000. The aim is to discourage visa overstays. About 2,000 applicants are expected to be affected, mostly from low-travel-volume countries. 

According to the official DHS notice, the bond will be refunded if the traveler leaves the U.S. in compliance with the terms of their visa.

A State Department spokesperson said, “Countries will be identified based on high overstay rates, screening and vetting deficiencies, concerns regarding acquisition of citizenship by investment without a residency requirement, and foreign policy considerations.”

Visa Integrity Fee Policy

In a separate policy change, beginning October 1, 2025, a new $250 “visa integrity fee” will be added to all approved non-immigrant visa applications. The U.S. Travel Association and other critics warn these measures could discourage travel to the United States.

“If implemented, the U.S. will have one of the highest visitor visa fees in the world,” the travel association said.
