On Friday, May 23, 2025, a U.S. District Judge blocked the Trump administration from being able to prevent Harvard University from enrolling foreign students following the administration’s attempt to remove Harvard’s Student and Exchange Visitor Program certification.
Administration Attempts to Block Harvard From Enrolling Foreign Students
In response to ongoing campus protests, the Trump administration attempted to revoke Harvard University’s ability to enroll international students, citing a “failure to adhere to law” and national security concerns. Currently, Harvard enrolls nearly 7,000 international students from more than 140 countries and sued the administration, arguing that the policy violates free speech rights.
In a victory for Harvard and students, US District Judge Allison Burroughs issued a temporary restraining order on the administration from removing international student enrollment in Harvard.
Reeves Immigration Law Group Partner Ben Loveman, who was one of the lead attorneys handling the defense of foreign students, noted that Harvard’s “cases will likely implicate some of the same regulations at play in the student cancellation cases.”
As more orders come from the administration regarding student visas and immigration, it is important to stay up-to-date with the latest policies. If you believe that your status in the U.S. is at risk, it is important to speak to an experienced immigration attorney as soon as you can.
