On January 20, 2025, President Donald Trump signed an executive order, instructing the Department of Homeland Security to terminate the humanitarian parole program enacted by the Biden administration.
The program was put in place in 2023, to decrease mass migration at the borders by opening a legal pathway for individuals native to Cuba, Haiti, Venezuela, or Nicaragua who could apply for humanitarian parole while abroad, and then travel to the U.S. by air upon passing background checks and securing U.S.-based financial sponsors. The program was to admit up to 30,000 citizens from these four countries each month for the next two years, allowing select migrants to temporarily live in the U.S. for up to 2 years, get a work permit, and be protected from deportation.
In October 2024, the Biden administration halted the renewal of legal status for those enrolled in the program, stating upon the parole expiration migrants would need to secure another legal status.
It remains unclear how Trump’s EO will impact those currently protected by humanitarian parole.
In addition to dismantling the humanitarian parole program, Trump’s executive order seeks to “terminate all categorical parole programs that are contrary to the policies of the United States established in my Executive Orders.” He stated, “My Administration will marshal all available resources and authorities to stop this unprecedented flood of illegal aliens into the United States.”
